ci: publish image only; Elektrine rolls production Haraka

Drop SSH deploy from this repo. Forgejo Actions tests and pushes
git.elektrine.com/elektrine/elektrine-haraka; Elektrine deploy pulls and
restarts the sibling compose stack.
